Areas Designated Off-Limits by the Mauritanian Military – Level 4: Do Not Travel

The government of Mauritania designates certain areas off-limits to foreigners and most Mauritanians. These “No Movement Zones” are extremely dangerous due to their proximity to Mali, where armed groups engaged in an active insurgency carry out cross-border attacks into Mauritania. The government of Mauritania does not maintain a substantial presence in these areas and thus police are unable to respond to most incidents there. In addition, cell phone coverage and paved roads are nonexistent. U.S. officials are unable to travel to these places. Since the boundaries of such areas frequently change, U.S. citizens should pay attention to all posted signs and notices of restricted entry. They should presume the following areas are off-limits:

The Albanian government has declared a public holiday in Tirana on May 25.  Authorities have announced that multiple roads coming in and out of the city will be open only to emergency vehicles. ●ジャワ・バリでの活動制限が6月6日まで延長されました。
●ジャカルタ首都圏(タンゲラン県及びボゴール県を除く)及び東ジャワ州スラバヤ市等の活動制限レベルが1に引き下げられ、多くの業種の出勤率や施設の収容率は100%可とされました。ジョグジャカルタ特別州やバリ州はレベル2のままとなっています。

1.5月23日、ティト内務大臣は、ジャワ・バリでの活動制限を6月6日まで延長する旨の内務大臣指示(2022年26号)を発出しました。

2.同内務大臣指示では、ジャカルタ首都首都圏(ただしタンゲラン県及びボゴール県を除く)及び東ジャワ州スラバヤ市の活動制限レベルが1に引き下げられました。一方、バンテン州タンゲラン県、西ジャワ州バンドン市、同州ボゴール県、ジョグジャカルタ特別州、バリ州の活動制限はレベル2のままとされました。活動制限レベル1の地域では、多くの業種において出勤率が100%、各施設の収容率も100%まで可とされました。また、同大臣指示により、屋外での密でない活動でのマスクの着用義務なしとされました。

3.ジャワ・バリの活動制限レベル1の主な内容は以下のとおりです。
(1)教育・学習
 制限付きで対面授業または/及び遠隔学習とし、関係4大臣の共同決定に基づいて実施される。

(2)非必須・重要分野の出勤制限
 下記(3)及び(4)の必須分野及び重要分野に該当しない業種について、出勤率100%まで、ワクチン接種を行った従業員のみ出勤できる。職場の出入りにはアプリ「Peduli Lindungi」を使用する。

(3)必須(esensial)分野
ア 顧客サービスを主とする保険・銀行・質・先物取引所・年金・融資機関(lembaga pembiayaan)については、顧客サービスを行う営業所での出勤率は100%まで、事業運営業務のためのオフィス出勤率は75%まで。
イ キャピタルマーケット業、情報通信事業(携帯電話事業、データセンター事業、インターネット事業、メディアを含む)での出勤率は100%まで。
ウ 隔離業務を行わないホテル業については、以下のとおり。
(i)全ての客と従業員に対して、アプリ「Peduli Lindungi」によるスクリーニングを行う。アプリの表示が「緑」の場合や健康上の理由でワクチン接種できない場合に入場可。
(ii)施設の利用は収容率の100%まで可。
(iii)ジム、会議室、ボールルームは、アプリ「Peduli Lindungi」を使用する条件の下で、収容率の100%まで利用可。会議室やボールルームでのビュッフェ形式の飲食も可。
エ 輸出指向産業及びその関連産業のうち、過去12か月の輸出申告書(PEB)又は今後の輸出計画書を示し、産業活動運営移動許可(IOMKI)を取得済みの企業については、シフト調整を行い、製造施設・工場での出勤率は各シフトともに100%まで、事業運営業務のためのオフィス出勤率は75%まで。オフィスの出入りにはアプリ「pedulilindungi」を使用。従業員同士の食事は禁止。
オ 政府部門の必須業務については、政府機関強化・官僚改革省の定めに従う。

(4)重要(kritikal)分野
ア 保健、治安に係る活動については、出勤率は100%として可。
イ 災害対応、エネルギー、生活必需品関係を始めとする物流・郵便・運輸・配送業、家畜・ペット用を含む食品・飲料産業、肥料・石油化学、セメント・建設資材、国家の重要施設、国家戦略プロジェクト、建設(情報通信・放送インフラを含む公共インフラ)、基礎サービス(電力、水、廃棄物処理)については、製造施設や建設現場、顧客サービスを行う営業所では、出勤率を100%として可。事業運営業務のためのオフィス出勤率は75%まで。
ウ エネルギー、生活必需品関係を始めとする物流・郵便・運輸・配送業、家畜・ペット用を含む食品・飲料産業、肥料・石油化学、セメント・建設資材、建設(情報通信・放送インフラを含む公共インフラ)、基礎サービス(電力、水、廃棄物処理)では、従業員及び訪問者が製造施設、建設現場、顧客サービスを行う営業所及び事業運営業務のためのオフィスに立ち入る際、アプリ「Peduli Lindungi」によるスクリーニングを行わなければならない。

(5)日常生活必需品を販売するスーパー、伝統市場、雑貨屋
 収容率は100%まで。営業時間の制限なし。スーパー及びハイパーマーケットでは、アプリ「Peduli Lindungi」を使用し、アプリの表示が「緑」の場合や健康上の理由でワクチン接種できない場合に入場可。薬局は24時間営業可。

(6)生活必需品以外を販売する市場
 収容率は100%まで。営業時間の制限なし。

(7)路上販売、雑貨店、代理店、金券販売、理髪店、クリーニングサービス、物売り、小規模修理工場、車両洗浄サービス、その他小規模事業は、厳格な保健プロトコルの下で営業可。営業時間の制限なし。

(8)飲食店
ア 屋台、路上飲食店等での店内飲食は、営業時間は午後10時まで、収容率は100%まで。
イ レストラン、食堂、カフェは、営業時間は午後10時まで、収容率は100%まで。全ての客と従業員に対して、アプリ「Peduli Lindungi」によるスクリーニングを行い、アプリの表示が「緑」の場合や健康上の理由でワクチン接種できない場合に入場可。
ウ 夜間営業のレストラン、食堂、カフェは、営業時間は午後6時から午前2時まで、収容率は100%まで。全ての客と従業員に対して、アプリ「Peduli Lindungi」によるスクリーニングを行い、アプリの表示が「緑」の場合や健康上の理由でワクチン接種できない場合に入場可。

(9)ショッピング・モール
 営業時間は午後10時まで、収容率は100%まで。12歳未満の入場にあたっては、親の同伴が必要であり、6歳から11歳までの子供は最低1回分のワクチン接種証明書の提示が必要。全ての客及び従業員に対し、アプリ「pedulilindungi」によるスクリーニングを行い、アプリの表示が「緑」の場合や健康上の理由でワクチン接種できない場合に入場可。ショッピング・モール内の児童遊戯施設や娯楽施設は、6歳から11歳までの子どもは必要回数(通常は2回)のワクチン接種を終了の者のみ入場可。

(10)映画館
 収容率は100%まで。全ての客と従業員に対して、アプリ「Peduli Lindungi」によるスクリーニングを行い、アプリの表示が「緑」の場合や健康上の理由でワクチン接種できない客のみ入場可。12歳未満の入場にあたっては、親の同伴が必要であり、6歳から11歳までの子供は最低1回分のワクチン接種証明書の提示が必要。映画館内の飲食店での店内飲食は、収容率100%まで。

(11)建設活動
 公共インフラ建設と私的建設活動(建設現場)は100%可。

(12)礼拝施設
 収容率100%まで。

(13)公共施設(公園、観光施設等)
 収容率100%まで。従業員及び訪問客に対して、アプリ「pedulilindungi」によるスクリーニングを行い、アプリの表示が「緑」の場合や健康上の理由でワクチン接種できない場合に入場可。12歳未満の入場にあたっては、親の同伴が必要であり、6歳から11歳までの子供は最低1回分のワクチン接種証明書の提示が必要。

(14)文化・社会・芸術・スポーツ
 密を生じさせ得る活動についても、収容率100%まで。アプリ「pedulilindungi」によるスクリーニングを行い、アプリの表示が「緑」の場合や健康上の理由でワクチン接種できない場合に入場可。

 定員の100%まで可。

(17)結婚披露宴
 収容率100%まで。

(18)マスク着用
 自宅外ではマスクを常時着用。マスクを着用せず、フェイスシールドのみの着用は禁止。ただし、屋外における密でない活動については以下のとおりとする。
ア マスクの着用義務はない。
イ 体の弱い者、高齢者、既往症のある者にはマスクの着用を推奨。
ウ 咳や風邪の症状のある者はマスクを着用する。

(19)隣組(RT)単位での小規模単位の社会活動制限継続。

4.活動制限レベル2及び3の地域では、輸出指向企業及び国内市場指向企業を対象として、一定の条件の下で100%の出勤での活動を認めるとしており、右措置の条件は以下のとおりとされています。
(1)産業活動運営移動許可(IOMKI)を保有し、工業省からの推薦を得る。
(2)対象企業およびその従業員は、生産施設の出入りにあたり、アプリ「pedulilindungi」によるスクリーニングを行う。
(3)健康上の理由によりワクチン接種できない場合を除き、必要回数(通常は2回)のワクチン接種を終了した従業員のみシフトに参加可能。
(4)工業省及び保健省が定める保健プロトコルに従う。

1 According to the 7th District Area Epidemiology and Circular Unit of the Philippine Health Ministry of Health, 3,177 cases in the Central Visaya area (region 7) from January 1 to May 7, 2022. It has been confirmed that this has increased 287 % compared to last year. Of the 3,177 infection cases were confirmed, 31 deaths have been confirmed, and the lethal rate is 1 %.

2. Dengue fever is infected by being stabbed by Nettai Shimaka with a pathogen virus, or human spots, etc., so it is not a mosquito bite. 1 当地複数のメディアにおいて、フィリピン保健省第7管区地域疫学・環視ユニットによると、2022年1月1日から5月7日までの中央ビザヤ地域(地域7)におけるデング熱症例が、3,177件確認され、これは昨年の同時期と比較して287%増加している旨を報じています。なお、感染症例が確認された3,177人のうち、31人の死亡が確認されており、致死率は1%にあたるとのことです。

2 デング熱は、病原ウイルスを持ったネッタイシマカ、またはヒトスジシマカ等に刺されることによって感染するため、蚊に刺されないことが予防策となります。長袖・長ズボンなどの着用により肌の露出を少なくし、昆虫忌避剤(虫除けスプレー等)を使用する等十分な防虫対策を行うことが肝心です。感染すると、通常は激しい頭痛、眼球深部の痛み、関節痛や筋肉痛、発疹等が現れ、発熱が5日間ほど続きます。重症化すると、まれに死亡率が高いデング出血熱やデングショック症候群を発症することもありますので、感染が疑われる場合は、速やかに医療機関で受診するようにしてください。
